This file covers a package of land use approvals for Denny's Car Wash, a neighborhood car wash that has operated on Balboa Boulevard in Northridge since 1967. The applicant, Karen Metcalf through Balboa Car Washes, Inc., sought to renovate and modestly expand the facility: replacing fabric shade covers over vacuum stations with permanent shade structures, demolishing a 400-square-foot office and storage area, building a new 495-square-foot equipment housing area, and replacing an existing 300-square-foot equipment housing area. A vehicle queuing lane on a separately zoned residential parcel at 17022 Romar Street, across the alley from the main car wash site, is also part of the project. The zone change before City Council — the only entitlement requiring Council action — would shift part of the Balboa Boulevard parcels from P-1VL (parking only) to C2-1VL (general commercial), bringing the site into conformity with the Northridge Community Plan's Community Commercial designation. The P zone had left a portion of the car wash operating on land technically restricted to parking uses. The Commission also approved, without further Council action needed, a zone variance allowing vehicle queuing to continue on the adjacent RE11-zoned residential parcel, a conditional use permit for the car wash expansion, a waiver of the Bureau of Engineering's five-foot right-of-way dedication requirement along Balboa Boulevard, and design review approval under the Granada Hills Specific Plan. The project was found categorically exempt from CEQA review as involving existing facilities and minor new small structures. Neighbors living along the adjacent alley raised concerns at the hearing about noise, hours of operation, and cars blocking the alley. The Commission responded by tightening hours of operation as conditions of approval — the automated tunnel and vacuum stations are limited to 8 a.m. to 7 p.m. daily, and self-serve wash bays to 7 a.m. to 9 p.m. daily — and requiring the property to be gated after hours. An on-site attendant must be present during operating hours to manage vehicle flow and prevent alley blockages. The Granada Hills Specific Plan Design Review Board recommended approval 4-0 in December 2025, and the North Valley Area Planning Commission approved the full package 4-0 on May 7, 2026. The zone change ordinance — which requires City Council adoption — was transmitted to the City Clerk on September 8, 2026, and referred to the Planning and Land Use Management Committee two days later. Council has 90 days from receipt by the Clerk to act. The file remains open and pending committee review.
