The project required conditional use approvals because the lot fronts a substandard hillside limited street and the proposed buildings do not meet standard front yard setback requirements. The East Los Angeles Area Planning Commission heard the case on July 8, 2026, and voted 2-0-1 to partially grant and partially deny an earlier appeal of the Zoning Administrator's April 2026 determination. The commission approved conditional uses allowing the two dwellings on a hillside lot without a continuous 20-foot-wide paved roadway from the driveway apron to the boundary of the Hillside Area, and allowing reduced front yard setbacks of zero to three feet depending on whether a street dedication is taken. It denied the request to waive the roadway widening requirement along the property frontage itself, finding that the applicant had already committed to providing a 20-foot roadway width there.
